There are sediment discharge prevention facilities located upstream from the Hikawa River. Hikawa River, which flows across the Kyotoh area, frequently floods and has caused disasters that have washed away homes and paddy fields. In order to protect the downstream area of the Hikawa River from water damage caused during 1915–1931, 13 dikes, including the Katsunuma Dike, were constructed. Due to these dikes, the fields downstream became arable land with a stable supply of water, and they have now been converted to vineyards.
